政協(xié)委員楊利霞建議大學(xué)生支農(nóng)可效仿服兵役

    可像軍人服兵役一樣，仿效服兵役法制定我國大學(xué)生農(nóng)村服務(wù)役法，讓大學(xué)生畢業(yè)支農(nóng)成為一種義務(wù)。這是全國政協(xié)委員、鄭州大學(xué)第二附屬醫(yī)院副院長楊利霞建議的。

    楊利霞說：“國家雖然出臺了不少關(guān)于鼓勵(lì)人才到基層干事創(chuàng)業(yè)的政策，但制定的政策缺乏法律保障而無實(shí)際效力。特別是衛(wèi)生支農(nóng)，由于政策上的缺陷，激勵(lì)機(jī)制乏力，此項(xiàng)工作多流于形式。”

    楊利霞在提案中建議，除出臺一套鼓勵(lì)醫(yī)學(xué)院校畢業(yè)生到鄉(xiāng)鎮(zhèn)衛(wèi)生院工作的優(yōu)惠政策外，可重開一條畢業(yè)生下鄉(xiāng)的通道，仿效服兵役法制定我國大學(xué)生農(nóng)村服務(wù)役法，讓建設(shè)社會主義新農(nóng)村成為新時(shí)期大學(xué)生責(zé)無旁貸的義務(wù)。
